Prepare v1.6.4 release by bumping XMTP dependencies to 4.6.4 on Android and iOS and updating package version to 5.3.0

Update Android Gradle dependency org.xmtp:android to 4.6.4, pin iOS pod XMTP to 4.6.4 in ios/XMTPReactNative.podspec, remove example/ios/Podfile.lock, and bump package version to 5.3.0 in package.json.
