Introduce expiry dates for LIF2 claims.

I think it would be prudent to make declarations within the WIP for how and what channels WT will announce the soft and hard dates. For example a dedicated page on the website, x3 media publications, monthly Discord/Telegram announcements, emailing ICO investors (KYCd) etc etc. It's important that we mitigate against people missing the deadline. WT should demostrate commitment to the cause, that they did everything expected to announce and make the community aware.
