docs: fix broken Markdown link (issue #9129)

Description

What is the purpose of this pull request?

This pull request:

• This PR fixes the broken LAPACK iladlc documentation link by updating it to the current version.

• Old URL: https://www.netlib.org/lapack/explore-html-3.6.1/d7/d43/group__aux_o_t_h_e_rauxiliary_gab8b3783390380038c9d26de61d7aefb4.html (404 - old version 3.6.1)

• New URL: https://netlib.org/lapack/explore-html/dc/df6/group__ilalc_gad8c407910f229795fe7a074b98be9338.html (current LAPACK 3.12.1 documentation)

The link was pointing to an outdated LAPACK version (3.6.1). Updated to the current documentation structure.
