This should use windows-2022 or windows-2025 since windows-2019 will be removed soon actions/runner-images#12045 but the outdated version of .NET used (4.6.1) isn't present on newer Windows images.
This also applies to Azure Pipelines.
This workflow doesn't have VSTest since I don't know how to do that via GitHub Actions.
