Add step to wait for console-enterprise workflow runs to complete before marking the dispatch workflow as successful. This ensures console-enterprise tests pass before considering the PR ready. - Wait for workflow runs created after dispatch is sent - Support Backend verify, Frontend tests, and Docker build workflows - Use compact output mode for cleaner logs - Retry for up to 3 minutes to find triggered workflows - Watch all runs in parallel with exit-status checking
