Test on prereleases in the development version tests#32

Previously, this workflow tested with the latest git versions of all Qiskit packages and the most recent stable release of all other packages. This changes it to test on any eligible _prerelease_ versions of the other packages, so that we can catch potential breakage from other sources sooner.

The build failure sure looks like yaml/pyyaml#601. The log on Actions doesn't mention installing Cython anywhere, so I can't be sure. And everything works for me locally. |
