Placeholder card with missing href accidentally committed

Medium Severity

The new Card component appears to be placeholder/test code. It has a generic "Hello" title and "Hello" content, and unlike all other cards in the "Next steps" section, it's missing the href attribute. The PR description mentions this provides "navigation" but without an href, clicking the card won't navigate anywhere. This looks like incomplete development code that was accidentally committed.
