Introduce support for HIP Catch tests in External/HIP tests.

  • introduce/port framework to run HIP Catch tests
  • port unit/compiler tests
  • the tests are disabled by default, to turn on set -DENABLE_HIP_CATCH_TESTS=ON in cmake
