…e-network#1729) Replace manual Encode/Decode implementations with derived macros, following the PSDK pattern for OpaqueExtrinsic. This fixes the "noop" Decode that consumed all remaining bytes, enabling proper sequential decoding of multiple OpaqueCall values.
