feat(blog): add Hyprnote Weekly post for 2026-02-08

Adds the weekly "Hyprnote Weekly" blog post summarizing development work from Feb 1–8, 2026. Single new MDX file at apps/web/content/articles/hyprnote-weekly-2026-02-08.mdx. No code changes.
