As part of CMSMONIT-667, we are moving the code base for the base CMSMonitoring Python docker image to the CMSMonitoring repository.
In this process, we are also reworking the cmsmon-py base image to allow for the new service architecture, in which we keep main shared functionalities in a central image while adding small layers on top of it for each service. This image is not supposed to be used as a standalone product, and should be used as a base for any non-Spark Python image within CMS Monitoring workloads.
The task specifically addressing this PR is CMSMONIT-688.
