Re-evaluate test alerts every Jan 10 at 09:00, instead of every hour. Since we clean them up every night, ideally there won't be any alerts to re-evaluate at that time (or only a few from the new test runs).

Re-evaluate test alerts every Jan 10 at 09:00, instead of every hour on every day. Since we clean them up every night, ideally there won't be any alerts to re-evaluate at that time (or only a few from the new test runs).
Why
There was a problem when even deleted alerts are counting towards a workspace quota. The alerts team is working on that. Another problem is alerts service hitting compute quotas, which can be due to many re-evaluations of not yet deleted alerts. This PR addresses the later problem.
