Fixes #9933

• Updated Paths.php for appstarteer
• Added a note for a better understanding of how to update the configuration when updating

Question: We stopped paying attention to the updates section. We rely on the changelog. Thus, the section has lost its relevance.
We need to specify all the changes in the code (excluding PHPDoc) in update_*.rst? Now it contains partial notes.

Checklist:

• Securely signed commits
• Component(s) with PHPDoc blocks, only if necessary or adds value (without duplication)
• Unit testing, with >80% coverage
• User guide updated
• Conforms to style guide

That's true that we used to have more information in the "Upgrading from..." pages, but we can probably link to the changelog, which contains all the details.

Yes, it looks like a duplication. But updating the exact variables is a more correct case.

It is difficult to specify the entire code, it is easier to tell what has changed.
