The `--host` flag always throws an "invalid option" error for me with both Jekyll 3 or 4, and listening on 0.0.0.0 appears to be the default anyway (at least for me when running in Docker).

+1 to this commit as I wish I had seen this before building the site the first time - i don't install ruby on my machines normally and had some issues. Docker is far preferable imho for building this for testing changes. |

Building the site requires having appropriate versions of both Node.js and Ruby installed, which can be a pain.
I was able to easily work on the site using Docker, so I added some instructions, and made the dev workflow a little bit nicer with support for incremental building and live-reloading.
