chore: update swagger ui files

Issue number: closes #7670

Summary

Updates SwaggerUI from version 5.11.8 to 5.31.0 to fix the schema title property not being displayed.

Changes

• Updated swagger-ui-bundle.min.js and swagger-ui.min.css to version 5.31.0
• Added test to verify schema title property is correctly included in OpenAPI spec
