Adding SICD v1.0 support, specifically SICD v1.0.1 support.
Highlights:
README.mdto the SICD schema directory to describe the provenance of the various schemas__init__.pyto add links to the NSGREG documents and describe specific 1.0 schema decisions.FYI the
sarkit/sicd/schemas/SICD_schema_V1.1.0_2014_09_30.xsdandsarkit/sicd/schemas/SICD_schema_V1.2.1_2018_12_13.xsdchanges are included here to make the new README.md file accurate in describing provenance (i.e. https://nsgreg.nga.mil). There are minor differences, mainly whitespace changes.
