Adds Google reCAPTCHA v2 to /new-question/ to prevent spam.
Users with assigned roles (via Django groups) bypass reCAPTCHA.
Logged-in users without a role must complete reCAPTCHA.
Anonymous users remain blocked by existing login requirements.
