Testing, rate limiting and create and submit your templates updates

Description

Updates are as follows:

• removed the rows on rate limiting from the 3 'by use case' pages
• added a caveat to the bullet point about personalisation in /complete-your-testing to clarify that this only applies to users who are using templates
• changed 'integration manager' to 'onboarding manager'
• made minor tweaks to the rest of this page to help it flow better
• changed the bullet point about copying existing templates in /create-and-submit-templates to show that this refers to the user's existing templates rather than NHS Notify pre-set templates

Context

We've had separate feedback from users about the testing and template pages - Emily and Joe passed this on. They're good points so makes sense to implement them.

Karen requested the removal of the rate limiting content following confusion from a user. We will add content to the API and MESH docs and our website in the longer term to help address this.
