Description

I've added a new page, titled 'NHS App for messages: new NHS digital-first strategy', to /using-nhs-notify in the 'Sending a message' section.

After this PR is approved and merged, Jake will raise a separate PR to add a phase banner linking to this new page. The phase banner text will read 'NEWS | NHS announces move to digital-first messaging. Send messages with NHS App first using NHS Notify.'

Context

Full context is in CCM-10487.

This is part of a ministerial announcement. James Lumgair has approved the page content, followed by some minor style changes from me at 2i.
