Automatic images troubleshooting content

• Adds a card with troubleshooting content to the automatic images pages, before images have loaded, and after
• If there's an issue with automatic images, users can troubleshoot the issue, switch to the manual image flow, or exit the appointment (if no images have been taken)
• Resend images: the timestamp is there to discourage overuse of the button (we could also consider disabling the button and updating the content on the button: "Resending images – try again in 20 seconds...")
• If the user switches to manual data collection, we show this on the review step (link is a placeholder for now)

Yeah, I think this works for radio buttons, but not sure it works here

In the radios, it's a div. This might be fine for now, but we'd need to flag it for devs later that it needs review.
