What is the change?

This is a WIP for build and test driving the PLCO calculator. It is incomplete and currently only for research purposes but may well provide a reasonable view of how we may test and structure the calculator code.

Formulas and constants are take from the LLP PLCO combined calculator spreadsheet

Why are we making this change?

In order to better understand the current working calculator I wanted to use tests to start describing the functionality of the existing calculator. It is likely that some handling of sensible defaults may change according to our system but currently acts as a starting point for getting to grips with how the calculator works
