Refactor codebase to be in accordance with our modern development practices

This PR reworks PKND to be inline with our modern development practices, and updates the entire codebase.

Issues Fixed

• Fixes https://github.com/MatrixAI/Polykey-Network-Status/issues/20

Tasks

• 1. Update dependencies
• 2. Fix any intermittent bugs
• 3. Add checks so that any environment variables/secrets are checked before starting
• 4. Update CI system

• Domain specific tests
• Full tests
• Updated inline-comment documentation
• Lint fixed
• Squash and rebased
• Sanity check the final build

I am running into a lot of problems with getting tailwind to work properly with the updated dependencies, and I've stripped it down to the bare minimum yet it still refuses to work. Not sure what's going on here, I'm going to have a meeting with @shafiqihtsham
