Include Cactus (restricted) in list of pairwise alignments

Description

This PR would include pairwise Cactus MLSSes in the webpage listing available alignments in Ensembl Vertebrates. In conjunction with eg-web-common PR 168, it would include pairwise Cactus datasets in lists of available alignments across Ensembl Vertebrates, Plants and Metazoa.

Views affected

This PR affects the available alignment pages in Ensembl Vertebrates, Plants and Metazoa:

• Vertebrates : sandbox vs staging
• Metazoa : sandbox vs staging
• Plants : sandbox vs staging

Ensembl Fungi and Protists are unaffected, because they do not have Cactus alignments:

• Fungi : sandbox vs staging
• Protists : sandbox vs staging
