Adds MJPC as an optional dependency.

  • update pyproject.toml to correctly pip install and build mujoco_mpc
    • figure out how to call multiple setup_XXX.py scripts they include in the python subdirectory
    • ensure that the package data is installed correctly
  • update installation script and instructions to emphasize how to install dev dependencies without installing heavy mujoco_mpc stuff
