fix: autoIncreasePremiumFileShareQuota Alert queries

• Fixed the Query for the Alert Azure Files Premium - Share Quota Scaling Failed'. It seems that the query was copied from custom image template module.
• Added the same filter RunbookName_s == "${varRunbookName}" to the Alert Azure Files Premium - Share Quota Increased just to be safe when using the same script in different runbooks.

Please know that I have not tested those changes as I currently don't use Bicep for our AVD Deployment. So I couldn't syntax-check my changes.
