LAS 1.5 Revision 00 (initial release) is expected to be approved by the ASPRS board tomorrow, August 27, 2025. This commit will be the official, tagged release of LAS 1.5.

I just realized that it doesn't actually make sense to merge this branch into the 1.4 branch... it actually makes more sense to create a persistent 1.4 branch in case we need a Revision 17 someday, and the LAS 1.5 branch should be reset to be the main branch.
