Only half processors' msr changed when i use Wrmsr #4

Only half processors' msr changed when i use Wrmsr(0x620, 0x15, 0x0) on a two sockets server with win2016. It has 48 logical cores in all, how to specify affinity mask if i use WrmsrTx, Does any one knows that?
