feat(lpms-cli): method for funding admin account

Problem
When generating an account, this will not have any gas with which to pay transaction fees when setting up a service provider.

Solutions

1. Provide wallet address so they may send some xDAI to themselves.
2. Link to one of many xDAI faucets out there to get some free xDAI.
3. Waku API for sending initial transaction registering the service. As this is a signed transaction, this can be sent to a centralised service, extract the from address, then using flashbots / eth_callBundle on a Nethermind node, can put a funding transaction in front to fund the wallet, then the registration occurs as well, all atomically.
4. Do our own faucet?

I guess we should not implement a complex schema with flashbots. For the first version of the protocol, we can just require to top up the administrative account before the transaction.
This account should also have the ability to update property profile (not only create it), so we cannot predict the right value that has to be sent. So, the property owner must make his own decision on how much xDAI he wants to send to the administrative account.

I was thinking as the initial service provider registration will be whitelisted, we can use a quick waku protocol implementation for this. For the layer 2 migration and token claim on Gnosis Chain I was thinking of using the same process, so this would allow us to use the same tech for 2 purposes.

ie. in the funding mechanism, after the wallet etc is all generated, a signed message is sent via waku to an instance that we're running that seeds their wallet with 0.10 XDAI or so, plenty for them to work with. Thoughts?
