[Feature Request] Create from config file

Problem description
Not sure how this works with cookie cutter, but I think it would be nice if we could also generate the algorithm base code from a configuration file. That would be useful for someone who want to develop several similar algorithms, and would also help in development (not going through all questions all the time) and testing (create from config file and then check things)
