App running in background notification is dismiss-able

On my device I am able to swipe to dismiss the "app running in background" notification while Bitkit is running. I thought this was a nice feature, but @jvsena42 said that this is not the expected behavior (it should be persistent). Although with other apps that run in the background like Mullvad VPN or Signal, I am able to dismiss those notifications as well.

IMO if the node stops for the swipe-to-dismiss it's ok as-is.

While @ it, also noticed that the "stop app" button in the notif can forget to kill the app from the background, so I could still return to it through the android OS App Drawer.

NOTE: The app and node still run after dismiss.

@secondl1ght have you tried dismiss Mullvad notification while the VPN is running? it looks like it sets the persistence dynamically when the VPS is running

Yes I can dismiss both Mullvad and Signal notifications and they both continue to run in the background.

I'm thinking in 3 possibilities:

1. Some kind of hack
2. VPN apps have different permission, I know that iOS works like this
3. If your device has android 13+, could be this feature
