not checking for optional repo needed for dnsmasq

We need to add checks for

1. that the hosts subscriptions are setup
2. that rhel-7-server-optional-rpms is enabled (subscription-manager repos --enable=rhel-7-server-optional-rpms) and if not enable it. this is specifically required for dnsmasq-utils
