[RFC]: PSR-14 Event Feature

Basic Information

The goal is to provide a PSR 14 event feature to eventually replace the EventManager Feature that is currently supported.

Background

There is currently an open RFC to refactor EventManager to be an Event Dispatcher. I have developed a League Events bridge for Mezzio and Laminas ServiceManager v4. The purpose of the planned feature is to get ahead of PSR 14 support and once EventManager implements PSR 14 to drop the League bridge.

Introduce a new PhpDb "Feature" to support PSR 14 Event Dispatcher as the event layer for PhpDb TableGateway Events.
