Implement check to see if pipeline is RUNNING before running sdc-tool pipeline import

When executing

--dest=dev \
--pipelineJson ss-producer.json \
--pipelineId <pipeline-id> \
--overwrite

The tool should first check to see if that pipeline is already in a state of RUNNING before trying to import. Otherwise, the import process will fail.

Should --overwrite stop the pipeline if its running then import it?

Yes, I feel --overwrite would stop the pipeline and publish the new one. If --overwrite is not supplied then a friendly error message should be displayed that tells the user that pipeline is already running.
