Work on making provisioner (for AWS) less destructive

Currently, the `provision-ec2.sh` script runs for each team server, and also runs the test suite. The test suite resets both the team score as well as the state on disk. This can be problematic if (for example) a team's worth of people show up late to a workshop event, and need to have a machine provisioned, *without* impacting other teams' servers.
