Change copy_config_osg so itb portion runs as root instead of a user

Can re-use some of the piece already done on the production portion to read from git to /opt/config-repo.

The disadvantage of doing it this way instead of the suggestion in #136 is that it will only publish already merged changes. The previous setup made it reasonable to test things before submitting them as a PR.
