Add Import as a permission to the permissions list #210
Description
User Story
As a library admin, I want to add 'Import' as a permission to the permissions list and to the role descriptions in the Library Team Management dashboard so that it's clear that (1) being able to import a course to a library is an action that select roles and users have permissions to do and (2) which roles and users have that ability.
Acceptance Criteria
Given I have access to the Library Team Management dashboard
When I view the list of permissions
Then I see that 'Import' has been added under the Content heading as a permission (that Library Admins and Authors can do)
And when I view the role descriptions
Then I see that the ability to import courses to a library has been added to the role descriptions for Library Admins and Library Authors
