Add an option to monitor only the process or the whole machine

What do you think of having a global option to tell CodeCarbon if we want to monitor only the process or the whole machine ?
I think it could be useful to have the option to run CodeCarbon as a side program to monitor the whole computer.
For example if you do not use Python for the code to monitor or if you want to monitor the whole server.

May I +1 this idea ?
Not only this is more accurate to monitor processes from the "outside", but it also open the door to monitoring programs made in other languages (not just Python's). Moreover, this kind of observability have been built for decades, and lots of projects already exists. It would be great if codecarbon could work with them.

We will have a tracking mode in 1.3 thanks to https://github.com/mlco2/codecarbon/pull/166/files#diff-99ecda6f3fccf943e43b5939305579d7cef3734928186e5395b14c0eda681307R127

        :param tracking_mode: One of "process" or "machine" in order to measure the
                              power consumptions due to the entire machine or try and
                              isolate the tracked processe's in isolation.
                              Defaults to "machine"

But we keep this issue open as it only work for RAM: for other metrics it is always "machine".
