URL pattern approval doesn't dedupe selections in GitHub Copilot URL approval patterns.

When GitHub Copilot wants to fetch two web pages with the same domain, and I select "Configure URL Approvals ...", it doesn't recognize that the two URLs have anything in common, so all the choices are duplicated.

For example if GitHub Copilot wants to retrieve the following URs:

• https://docs.oracle.com/en/java/javase/21/docs/api/java.base/java/lang/Class.html
• https://docs.oracle.com/en/java/javase/21/docs/api/java.base/java/lang/reflect/ParameterizedType.html

Selecting "Configure URL Approvals ..." produces this:

This is related to #265850 which, from its comments I thought had been postponed.

(Another issue: there is no easy way to right click and copy one of the listed URLs.)

Oddly if the LLM only requests one URL (e.g. https://docs.oracle.com/en/java/javase/25/docs/api/java.base/java/lang/Class.html ), it has different options!

• Allow and skip reviewing result
• Allow requests to https://docs.oracle.com/en/java/javase/25/docs/api/java.base/java/lang/Class.html
• Allow requests to docs.oracle.com
• Allow requests to ...

So I'm confused. This UI is all over the place, and different based upon whether one or multiple URLs are being fetched. If multiple URLs are being fetched, there is a long list of domain (with duplicates), allowing setting permissions both for request and responses. If there is only one URL being fetched, the UI is different, and per-domain options only talk about requests, not responses. Plus there are unanswered questions about how the permissions work and the UI to change them in #280345.
