Preemptible Judge

At any point, Judge should be able to stop judging particular run and serialize current state.
Also, it should be able to resume judging run using saved state.
# Motivation
When running in cloud on VMs with preemption, it is possible for certain problems kinds that average judging time is greater than average Judge lifetime.
