Simulte 1.2.0 Mode 4 Dynamic Assignment of IP to any car e.g. [7] as Resource Allocator or eNodeB

I am using Instant-Veins 5.1-i1-Simulte Mode 4. I want to make a car act as eNodeB and assign static / dynamic IP to a car[7] based on some criteria.. So that the only car[7] acting as eNodeB or acting as Cluster Head should assign the resources to all other cars for communication.

I am new to this simulation. I am not sure if I am writing this question properly in correct terminology or not.. but nay help regarding this is appreciated..
