Implement zk-SNARK contract library

A PDO is a smart contract that runs inside of an Intel SGX enclave. This gives us a way to implement a zk-SNARK (non-interactive zero-knowledge proofs) library with additional confidentiality and integrity guarantees.

Using the PDO contract library, this zk-SNARK library should be able to generate and verify the zK proofs.
