Enlil Reader exhibits bad time data when reloading with a smaller number of time steps.

If you start with a large number of time steps, then use the load files tool to change the input, and that input set is smaller than the previous set, time data gets clobbered as follows:

1. new time set will load properly, BUT does not clear old upper time values from the system
2. this causes a discontinuity in the time field

To solve, we must clear the time data, and ensure that we are only sending the new data to Paraview.
