Add support to create a image manifest with given container tags

**What would you like to be added**:
Currently OCI image manifest creation is based on `podman`.

**Why is this needed**:
Using `podman` has the risk of overwriting existing manifests. Add support to `python-gardenlinux-lib` because it handles existing OCI image manifests more gracefully.
