Formatter no longer adds a trailing new line when usings are sorted

When formatting usings a new line is no longer added after the groups.

Ideally, this should be a true/false option (e.g., perhaps "New line after all usings"), just like the setting to include a blank line between the groups.

To clarify the issue, consider the following example:

using System;
using System.Text;

namespace ConsoleApp13 { }

Regardless of any grouping, this currently gets formatted as follows:

using System;
using System.Text;
namespace ConsoleApp13 { }

There should be a way to preserve the blank line that was present in the original.
