Improve RPC.dll status codes for network failures in between activation and configuration steps

Describe the bug
“Improve rpc state services so network failures between activation end and configuration start do not result in status code 0 being returned as configuration actually fails to be applied”

Repro steps

• Call RPC.dll activate on a wired device
• Wait for activation to start
• Remove network cable

Actual results:
RPC will show a network error (see attached) with return status 0

Expected behavior
RPC should return appropriate error because configuration steps were not applied, not a status 0
