[Community partner/ Dashboard] implement "Dashboard" section

Implement the following counters on the Dashboard:

- Total announcements
- Total responses

Implement a table that displays the responses with status=New, containing the following information
- ID (auto-generated)
- Date (date and hours of response submission)
- Announcement (announcement title) 
- Shelter (name of the shelter that submitted the response)
- Contact person
