chore(workspace): Remove Legacy tips-core Dependency

### Description

#354 merged builder code from op-rbuilder into this repo.

This ported over legacy dependencies, including `tips-core` which has been migrated to a local crate called `base-bundles`.

This Issue is to remove the [`tips-core` dependency](https://github.com/base/node-reth/blob/main/Cargo.toml#L253) and then update wherever it's used to use types from `base-bundles` instead.
