Text does not show in Steam in-game browser in some case

In some case, page will not display correctly(text does not show) until you refresh it.

1. open a Steam game, and press shift+tab to open a Steam browser;
2. input "itty.bitty.site" to open the main page, at this time, page should display correctly;
3. click the "about itty bitty" text, browser opens a new page, but nothing to show after page loaded;
4. unless you click the refresh button, page keeps the wrong state.
