Wrong URL decoding in title getting back to edit

How to reproduce:

1. Go here
2. In Chromium I can see the URL bar the char Ñ behind #
3. Push edit. Now that I can see is #%25C3%2591 and the view link has the title changed.

If you repeat you will obtain #%2525C3%252591
