Publish the ontology

Stand up a something quick at schema.getfloodinfo.org (using WIDOCO).

We'll need something to publish the data against. If we can get this done mid-February, then Doug and I can work on getting a data graph put together with a graph browser on top of it. THis will be our last prototype.

We can iterate on this, but getting something up quickly would help.

@ashepherd has the data Mike is using - 1 fst file, and 2 NetCDF files.

bought ufokn.org and
http://schema.ufokn.org/ will resolve to anything in the Github repo, so you can resolve the patterns and ontology (e.g. http://schema.ufokn.org/ontologies/pattern/agent.owl )

the ontologies are pretty stable now and modularized and could be tested for data publishing. Only one module for different kinds of models and model-specific information is still missing.
